Polished thumper heads and cam work..how much hp?

Hey Guys,

I had some issues getting my car smogged and my mechanic recommended having a new cam and polished heads put in.
They are specially done by Mike Shultz in Florida. I'm getting the ride back this week and was wondering

1. Will this help me pass smog?
2. How much HP do you think this will add?
